Kelly County
A rural area seemingly situated to the north or west of Vice City. This region will likely feature swamps, airboat tours, and hidden meth labs, serving as the "Blaine County" equivalent but with a distinct Florida-swamp aesthetic.
Port Gellhorn
A secondary city confirmed by early leaks. This industrial port town will likely be a hotspot for vehicle cargo and weapon trafficking missions.
